Overview - External:

The Jurisdictional Consultant II is primarily responsible to inspect, evaluate, and consult with clients at a variety of insured locations, excluding intermediate or more advanced environments (e.g. complex piping, multi-stage water treatment, sophisticated controls, fluid dynamics, and moderate commercial / industrial or high risk applications).

The Jurisdictional Consultant II will accurately collect and appraise basic information (e.g., nameplate data, construction stamps, sizing, testing, maintenance, operation and condition) of equipment installations. The Jurisdictional Consultant II will have an understanding of, and be able to consult on, regulatory or jurisdictional requirements and FM Global Standards as part of the pressure equipment evaluation process. Clients will be appropriately informed of actions needed for compliance and risk reduction.

Candidates for this position shall have a National Board In-service commission and have or obtain state/provincial jurisdictional certificate of competency for the jurisdictions in which they will be providing Jurisdictional services. Any additional training and experience required for obtaining certifications, commissions, or licenses will be provided.

Jurisdictional Consultant II will demostrate competence in handling field work and related administrative tasks for the most common occupancies and hazards with decreasing guidance and supervision.

The Jurisdictional Consultant II may be asked to conduct incident investigations of pressure equipment at the discretion of the Operations Chief Inspector.

Responsibilities - External:

(50%) Conduct inspections and evaluations in accordance with the FMIC Jurisdictional Inspection Quality Program and other written or oral instructions which meet the ASME and NB duties and responsibilities. Follow FM Global safety procedures and consult with clients to assure that inspections and evaluations are conducted safely. Development and compliance will be monitored by Operations Chief Inspector.

(20%) Enter accurate data in FM Global electronic systems or generate the appropriate reports, sign and issue the documents to the jurisdictions and FM Global when satisfactory conditions and compliance allow. The Jurisdictional Consultant II has the duty to inform the Operations Chief Inspector of any code violation, unsatisfactory condition, or improper documentation which cannot be satisfactorily resolved with the client. Jurisdictional violations will be reported as required by FM Global procedures. Development and compliance will be monitored by the Operations Chief Inspector.

(20%) Provide technical advice/assistance to clients, client service teams and engineers and to support risk improvement and code compliance.

(10%) Effectively manage administrative tasks to include service group(s) management, timesheets, expense reports, confined space reports.


Qualifications - External:

Education: High School Diploma or equivalent.


This position is an intermediate level position requiring basic, but developing; technical, evaluative, and consulting skills.

The position requires the individual to meet National Board In-Service commission qualification requirements Rules for Commissioned Inspectors (RCI-1 NB-263, National Board In-Service Inspector Training Program (NB-380), and meet state/provincial certification requirements

The Jurisdictional Consultant II position requires a verified competency as a Jurisdictional Consultant (Level 1) that meets or exceeds expectations, or requires substantiated prior employment qualifications and experience demonstrating an equivalent level of competency. Two years or more of field experience inspecting pressure equipment is required. Experience shall include boiler and pressure vessel operation, construction, inspection, related mechanical and electrical equipment, understanding of management systems, and understanding of appropriate nondestructive methods and results.

The Jurisdictional Consultant II will obtain the experience and training necessary to be qualified to review routine repairs in accordance with the NBIC and FMIC requirements.
